Signs & Symptoms

1. Access Denied error 5 when trying to make a system restore point (either in rstui.exe or in servicews.msc)
2. Despite having tried this the tabs are not displaying the system control panel. 

Fix Steps
XP

1. Obtain SubInACL and install it.
2. Open an elevated command prompt
3. Copy and paste the following commands

SubInACL /subdirectories "%systemdrive%\System Volume information" /setowner=administrators
SubInACL /subdirectories "%systemdrive%\System Volume information" /grant=system=f

4. Uninstall SubInACL. 

Vista/7

1. Open an elevated command prompt
2. Copy and paste the following commands

takeown /a /f "%systemdrive%\System Volume information"
cacls "%systemdrive%\System Volume information" /p system:f
